Samvartaka Yoga is rare: it is in force only on a Sunday and on a Wednesday, while the tithi of the paksha is the one listed below, from sunrise to the next sunrise.
An inauspicious yoga is a combination of the weekday, the tithi or the Nakshatra that tradition advises against for beginning new ventures, ceremonies and journeys. At such a time another muhurat is usually chosen.
Those who follow the Panchang usually choose another muhurat for important beginnings while one of these yogas is in force. Everyday routines are not usually restricted.
Times are worked out for the place you have chosen (India until you choose one). For the whole day at your place, open the daily panchang.
